Per Capita Changes for Incarcerated Band Members

A note from Kathie Holman, Tribal Enrollment Coordinator:

We have received notifications from Bois Forte Band Members and Minnesota Department of Corrections regarding changes to deposit procedures for per capita payments mailed to Band Members that are incarcerated in Minnesota jails, prisons, or correctional facilities.

The following information is part of the memo received in the Tribal Enrollment office from The MN Department of Corrections.

“Beginning February 15, 2025, the Office of Financial Management (OFM) will process all incoming money deposits through a central location. This change is part of an ongoing effort to streamline operations and improve processing efficiency.

Funds belonging to an incarcerated person will no longer be able to be processed at individual Minnesota Correctional Facilities. Additionally, OFM is beginning to move to a cashless operation and will no longer process cash.  Checks are the only form of payment that will be accepted and should be mailed to the Central Depository below for Processing:

MN Department of Corrections Attn: Office of Financial Management PO Box 4719 St. Paul, MN  55101-4179”

It is up to individual band members to notify Bois Forte of the address where specific documents need to be mailed to.  We need the following information for the address where Per Capita Payments need to be mailed to: Full Name, OID # Address, City, State, and Zip Code, Date of Birth, Signature, and date signed. This is the process for individuals incarcerated in Minnesota only. Please confirm the process with your facility if you are incarcerated in another state.
